How can I install Mulitilingual User Interface (MUI) language packs in Windows 7?

MUI language packs allow user to switch display language on a system, e.g. from English to Simplified Chinese. To install MUI language pack on Windows 7 Enterprise,

Open Control Panel.
Click on System and Security.
Click on Windows Update.
Click on optional updates are available.
Check the language packs you would like to install and click OK.
